41932 (2025). Arena Williams to the Minister of Housing: Did Kāinga Ora advise the then Minister of Housing and Urban Development to turn down the Winton proposal to designate its Sunfield development as a Special Development Project and if so, why?
Hon Chris Bishop: I am advised that in November 2021, Kainga Ora-Homes and Communities decided not to select the proposed Sunfield development for assessment as a Specified Development Project (SDP) under the Urban Development Act (UDA). Kāinga Ora did not consider it would be able to add value to the proposed development by utilising the powers available under the UDA, and because the UDA did not appear to be aligned with the outcome Winton was seeking.
Subsequently, Winton requested the then Minister of Housing to direct Kāinga Ora to assess the Sunfield development as a SDP. In April 2022, the responsible Ministers declined to do this.
