Rt Hon Christopher Luxon: In my capacity as Prime Minister, I am the responsible minister for the Department of the Prime Minister and Cabinet (DPMC). The National Emergency Management Agency is a departmental agency hosted by DPMC. For the 2025/26 financial year, DPMC administers the Severe Weather Events Recovery Review Panel. The Panel members, which were appointed by the Minister for Emergency Management and Recovery in May 2025 are an independent review panel to review and provide advice on draft Orders in Council under the Severe Weather Emergency Recovery Legislation Act 2023. There is one Chair and 9 members. The remuneration and expenses for the Panel members are pursuant to the Cabinet Fees Framework. The Panel is only funded when it meets to consider a draft Order, costing approximately $10,000 in fees and expenses. In July 2025, Cabinet agreed to a revised Fees Framework for determining or reassessing the fees paid to members of statutory and other bodies in which the Crown has an interest.
