Dr Lawrence Xu-Nan to the Minister of Education: In response to Reply 38004 (2026) who, if anyone, determined and/or approved the scope of the access-control testing, including the exclusion of trial accounts, and what was the basis, if any, for concluding that testing of trial accounts was unnecessary?

Hon Erica Stanford: I am advised by the Ministry of Education (the Ministry) that determining the scope of access-control testing was an operational decision made by the Ministry. For further information, I refer the Member to my responses to written parliamentary questions 39790 and 33140 (2026).
