40706 (2025). Debbie Ngarewa-Packer to the Minister of Education: What consultation, if any, has the Government undertaken with PPTA and NZEI before offering secondary teachers a 1 percent pay rise, listed by date?

Hon Erica Stanford: The Ministry of Education (the Ministry) regularly meets with the unions and other peak bodies on matters of importance to Education. Bargaining with PPTA Te Wehengarua regarding the Secondary Teachers’ Collective Agreement commenced on 17 June 2025. Eight days of bargaining have taken place, including two days of mediation. Bargaining with NZEI Te Riu Roa regarding the Primary Teachers’ Collective Agreement commenced on 24 June 2025. Seven days of bargaining have taken place. Bargaining with NZEI and PPTA regarding the Area School Teachers’ Collective Agreement commenced on 22 July 2025. Four days of bargaining have taken place. In addition, since 2020, outside of collective bargaining negotiations, which occurred with teacher unions between 2022 and 2023, the Ministry engaged with PPTA and NZEI through the Education Accord process until 2022. The Ministry also engaged with the PPTA in 2024 prior to this round of bargaining for teachers. This is also my response to written parliamentary question 40716, 40718 and 40722 (2025).
