Hon Penny Simmonds: In the event that a treaty is agreed, Cabinet will consider the outcome in conjunction with a national interest analysis and decide whether to sign and ratify the treaty. Parliamentary scrutiny will inform any changes in policy and regulation that are required for New Zealand to implement the treaty.
