40475 (2026). Hon Priyanca Radhakrishnan to the Minister for ACC: How, if at all, does the proportion of motorcycle crashes involving another vehicle influence levy settings for motorcycles?
Hon Scott Simpson: Corrected reply: I am advised that ACC considers the proportion of motorcycle crashes involving another vehicle when it calculates the cross subsidy between motorcycles and other road users. Motorcycles are the only group of ACC levy payers who are cross subsidised by other levy payers.
The Crash Analysis System (CAS) dataset received from NZTA allows ACC to group the accident into one of five categories:
• Single vehicle, driver at fault
• Single vehicle, no driver fault
• More than one party, driver prime fault
• More than one party, driver part fault
• More than one party, no driver fault
I am advised the average proportion of crashes for motorcycles categorised as “Single vehicle, driver at fault” to be 37%. Therefore the contribution towards their own accident costs was increased to 37%.
This essentially means that motorcyclists do not pay for the proportion of claims where other vehicles are involved. This cost is borne by other road users.
