Rt Hon Winston Peters: Mr Lowe was expected to rescue himself in accordance with standard procedure, including declaring a conflict at the earliest opportunity (as occurred) and absenting himself from any discussion and decision relating to Beca (as has occurred). Where decisions by the board are taken, that abstention is noted and the initial conflict declaration applies.
