40090 (2024). Hon Dr Ayesha Verrall to the Minister of Health: What sources of error, if any, are there in calculating rates of primary care enrolment, and are there ways for people who move cities to be uncounted as an enrolled person in this statistic due to closed books?

Hon Dr Shane Reti: I am advised that primary care enrolment rates are calculated from enrolment information captured directly from practices and divided by national population numbers sourced from the Statistics New Zealand Population Projections. As such, any errors would need to derive from one of those sources. I am further advised that if a person who was enrolled in a particular city moves to another city, they would still be counted as enrolled in their previous practice until they choose to change enrolment or their enrolment period lapses (under section 7 of Enrolment Requirements for Contracted Providers and Primary Health Organisations).
