40055 (2024). Hon Julie Anne Genter to the Minister of Transport: Was a Climate Implications of Policy Assessment completed for the changes to the Clean Car Standard, and if so, what, if anything, did it say would be the emissions impact of the changes?
Hon Simeon Brown: A Climate Implications of Policy Assessment (CIPA) was completed for the changes to the Clean Car Standard. It showed that the new targets are estimated to deliver 8.2–9.6 million tonnes of carbon dioxide equivalent (Mt CO2-e) emission reductions over 2022–2050.
The CIPA also noted that the targets under the previous government “are considered too optimistic and are expected to lead to a high level of charges on vehicle importers that would increase average vehicle prices, and may contribute to people holding onto their older more emissions intensive vehicles for longer.”
