40033 (2024). Hon Dr Duncan Webb to the Minister for Regulation: What input did the minister, or the Ministry for Regulation, have in to the development of the Parliamentary Counsel Office’s (PCO) Secondary Legislation Drafting Toolkit, if any?

Hon David Seymour: I was not specifically engaged on the secondary legislation drafting toolkit. I have been advised PCO has been engaging widely with government departments on its broad secondary legislation project over the last few years. Much of that engagement happened prior to the establishment of the Ministry for Regulation on 1 March 2024, and the Ministry was not specifically engaged in development of the toolkit prior to receiving early notification of the new toolkit on 14 June 2024. Ministry officials and I recently met with the Attorney-General and PCO officials relating to areas of shared work between the portfolios. This includes a shared interest in ongoing elements of PCO’s secondary legislative project.
