Hon Chris Bishop: NZTA does not hold information on the estimated impact that changes to normal Funding Assistance Rates may have on council rates. Funding Assistance Rates and council rates are not the same thing. Funding Assistance Rates are set by the NZTA Board and determine funding contribution, in percentage terms, that NZTA (as investor) make for a land transport activity. Council rates are set independently by local authorities through their own budgeting processes. Any decisions regarding rates are matters for individual councils.
