Hon Priyanca Radhakrishnan to the Prime Minister: What documents, if any, were provided to his office regarding the renewal of the New People’s Army/Communist Party of the Philippines’ (NPA/CPP) designation as a terrorist entity under the Terrorism Suppression Act 2002, by title and date?

Rt Hon Christopher Luxon: The Terrorist Designation Working Group recommended to the National Security Board (NSB) the renewal of the designations of the following six terrorist entities under the Terrorism Suppression Act 2002 (the Act) on 31 July 2025: 1. New People’s Army/Communist Party of the Philippines 2. Indian Mujahideen 3. Harakat-ul-Jihad-al-Islami, Bangladesh 4. Continuity Irish Republican Army 5. Ejercito de Liberacion Nacional 6. New Irish Republican Army (formerly the Real Irish Republican Army) The NSB agreed on 6 August 2025 to the recommendation to renew all six entities under the Act. In my capacity as the Prime Minister, officials from the Department of the Prime Minister and Cabinet provided the following documents to my office on 8 August 2025: briefing titled Terrorism Designations: Proposed renewal of six terrorist entities, a Statement of Case for each entity, and draft letters for the Commissioner of Police and the Intelligence and Security Committee informing them of my decision. The briefing noted that the Chair of the NSB, on behalf of NSB, recommended the designations for the six terrorist entities referred to in the briefing be renewed. I considered this advice and decided to renew all six designations on 8 August 2025. I did not receive an oral briefing from the Chief Executive of the Department of the Prime Minister and Cabinet regarding the renewal of any of the six entities.
