Hon Nicola Willis: The forecasts and assumptions underpinning the claim that 240,000 jobs that will be created over the next four years are set out in the Budget Economic and Fiscal Update. The assumptions include substantial declines in interest rates over recent months and real GDP growth of around 3% over the next three years. They also assume the operating balance before gains and losses excluding ACC (OBEGALx) returns to surplus in 2028/29 and that Investment Boost will incentivise businesses to add to the economy's capital stock.
