Rt Hon Christopher Luxon: In my capacity as Prime Minister, I was aware of the Critical Minerals Framework the United States and the Cook Islands agreed to earlier this year when decisions relating to New Zealand funding for the Penrhyn Port Redevelopment Project were made. The application of that Framework is a matter for the United States and the Cook Islands.
