Rt Hon Chris Hipkins to the Prime Minister: Does he stand by his statement “But the good news is that come August, September, all our laws will have been gone through Parliament, particularly around gangs, and they will be starting to be operationalised in October, November”, and if so, which of the Bills that he has referred to will start to be operationalised in November?

Rt Hon Christopher Luxon: While the timing of Bills is ultimately up to parliament, I have been advised that several Bills supporting our goal of restoring law and order are expected to pass their third reading prior to the end of September. Once passed, relevant parties (such as Police and the Judiciary) will start to operationalise those laws through, for example, training or adapting systems in order to be in position to enforce them upon commencement. For Bills which require significant operationalising, the commencement date is expected to be set at six months following Royal Assent.
