Hon Chris Bishop: The Waipiro Marina project has recently progressed through the referral application stage of the Fast-track approvals process. Potentially impacted landowners are not required to be identified or invited to comment during this stage. Section 17 of the Act specifies which groups must be invited to comment on the referral application. If the application progresses to the substantive stage of the process, further groups are invited to comment on the application, including adjacent landowners and occupiers of the land. Section 53 specifies who must be invited to comment on substantive applications.
