Camilla Belich to the Minister of Police: What pilot programmes, if any, have been initiated by any departments or agencies for which the Minister is responsible since 27 November 2023, and what were their commencement dates, durations, funding sources and amounts, objectives, and current status?

Hon Mark Mitchell: I am advised that Police have commenced two pilot programmes since 27 November 2023: “Non-core triage risk-harm attendance framework” and “Victims of Crime: Improving Outcomes”. Non-core triage risk-harm attendance framework: • This pilot began in August 2024 and is scheduled to run for 12 months. It is funded from the Police baseline budget, with a total funding amount of $148,200. • The objective is to enhance the triage, reporting, and attendance—or non-attendance—of non-core policing activities. This is intended to alleviate service demand pressure on frontline policing through the development and piloting of a risk-harm attendance framework for emergency and non-emergency communication centres. • A review is about to be undertaken to establish an evidence base for the benefits of the tool before considering full implementation into business-as-usual operations. Victims of Crime: Improving Outcomes: • This pilot also commenced in August 2024 and is planned to run for 16 months. It is funded by the Justice Sector, with a total funding amount of $1,435,000. • The pilot will trial a victim impact statement service through specialist teams in two locations. These teams work closely with victims to create meaningful, high-quality, and compliant Victim Impact Statements (VIS) that support improved outcomes for victims and ensure justice sector compliance. • An evaluation is expected to be completed by the end of 2025 to assess the true costs and benefits of a potential national rollout. In May 2025 the Serious Fraud Office launched a pilot national campaign targeting foreign bribery: • The pilot is funded to May 2026 (12 months), and the SFO spent approximately $62,000 in total in 2024/25 on the campaign. This included all set up costs, advertising, translation services, and licencing of an encrypted anonymous whistleblower platform for 12 months. These costs were covered within the SFO’s existing baseline. • The objectives of the campaign are to raise awareness and to encourage reporting of instances of foreign bribery. Foreign bribery occurs when a person or business offers, gives, or promises a bribe to any person to influence a foreign public official in relation to the performance of their official duties, and also occurs when public officials in New Zealand are offered, given or promised bribes by foreign persons (i.e. corruption). • The campaign involves the introduction of a new encrypted online platform to support safe, anonymous reporting of suspected foreign bribery, made available in multiple languages. • The current status of the pilot campaign is ‘active’. In July 2025, the SFO, supported by NZ Police and the Public Service Commission, launched an Anti-Corruption Taskforce Pilot to respond to the risk of fraud and corruption within and against the New Zealand public sector. • The Pilot commenced on 1 July 2025, and runs for six months. • There are no specific costs associated with the Pilot aside from staff resource, which are being met within agency baselines. • The objectives of the pilot recognises the threat of corruption (i.e. insider threat), the high current interest in public sector integrity, and that a low corruption reputation is vital for NZ to remain an attractive place to invest. The pilot will allow the Taskforce to: o test baseline measures of fraud and corruption prevention and detection maturity within the public sector; o create and facilitate guidance and tools to improve public sector resilience against those measures; and o test requiring reporting of offending prevented/suspected/recovered within the public sector. • The current status of the Taskforce Pilot is ‘active’ – pilot agencies are currently completing the assessment tool and reporting processes.
