Camilla Belich to the Minister of Housing: What pilot programmes, if any, have been initiated by any departments or agencies for which the Minister is responsible since 27 November 2023, and what were their commencement dates, durations, funding sources and amounts, objectives, and current status?

Hon Chris Bishop: The Ministry of Housing and Urban Development has initiated one pilot programme since 27 November 2023. The Social Outcomes Contracting Trial is part of Target 8 actions to reduce the use of emergency housing. It is a two-year trial that began in November 2024, with one provider in Wellington and one in Hamilton. It supports singles and couples without children in their care, that have been in emergency housing the longest, to move into stable housing and to maintain it. The trial tests elements of a social outcomes contracting approach that links some of the funding to achieving successful housing outcomes. The trial was funded $12 million via a transfer of uncommitted funding tagged to the Emergency Housing System Reset initiative. At the end of July, there were 62 households in service. Kāinga Ora - Homes and Communities advises me that the Member's question is too broad for it to answer, as it covers all areas of their business, and that this information is not centrally collated. It is not possible to provide this information without diverting a significant amount of staff resources from their core duties. In accordance with Speaker’s Ruling 210/6, I consider that the time and expense of answering the Member’s question is not in the public interest.
