39192 (2025). Camilla Belich to the Minister for Children: What pilot programmes, if any, have been initiated by any departments or agencies for which the Minister is responsible since 27 November 2023, and what were their commencement dates, durations, funding sources and amounts, objectives, and current status?
Hon Karen Chhour: I am advised by Oranga Tamariki that two pilot programmes have been initiated since 27 November 2023. The Residences and Homes Roster Pilot commenced in May 2024. A decision on the future of the pilot will be made after staff consultation concludes in late August 2025. The project has not incurred distinct or additional costs beyond standard operational expenditure. The goals of the Roster Pilot include: enhancing safety and security, fostering a positive workplace culture, improving learning and development, supporting culture and leadership, promoting work-life balance, and ensuring continuity of care. The Military-Style Academy Pilot ran for 12 months from 29 July 2024 to 29 July 2025. Funding of $4.1 million was allocated through Budget 2024. The Military-Style Academy Pilot is part of a wider set of initiatives the Government is undertaking to address serious youth offending. The aims of the were Pilot were to: support positive change, strengthen family/whānau and community connections, test and refine the Military-style Academy model, promote safety and wellbeing for all involved, build leadership and teamwork skills, provide a structured, evidence-based programme.
