39125 (2026). Tangi Utikere to the Minister of Transport: Which of the recommendations of the May 2026 Gate 3 review of the Warkworth to Te Hana PPP had been implemented before the project reached financial close on 30 July 2026, and how many, if any, remained outstanding at that date?

Hon Chris Bishop: The May 2026 Gateway 3 review of the Warkworth to Te Hana PPP made seven recommendations. Of these, three had a priority of ‘by financial close’, one had a priority of 'by financial close and ongoing', with the remaining three noted as ‘do now and ongoing/during the transition and start up period’. I am advised that NZTA had implemented four recommendations as required before financial close in line with their priority. Work on the remaining three is continuing in line with the recommendations.
