Hon Erica Stanford: I received a range of advice from the Ministry of Education on the proposals, including the potential impact on achievement rates. As the potential qualifications would fundamentally change how students are assessed, it is not possible to accurately estimate future achievement rates at this stage The intention behind the proposal to replace NCEA with a new qualifications pathway, and the changes underway to the National Curriculum, is to ensure all students have access to the knowledge and skills they need, both during their schooling and beyond.
