38703 (2025). Lan Pham to the Associate Minister for the Environment: What advice, briefings, reports, or any other document, if any, has the Minister received from the Ministry and/or stakeholders on removing the nitrogen fertiliser cap, listed by title and date?

Hon Andrew Hoggard: On 4 March 2025, Ministers met to discuss proposals for public consultation and discussed other options with officials. At this meeting, Ministers directed officials to include removing the nitrogen fertiliser in options for public consultation, and this was added to the Cabinet paper, provided as a draft on 7 March. Relevant briefings that informed proposals for public consultation include: 28/02/25 - BRF-5776: Freshwater proposals for public consultation (28 February 2025) 7/03/25 - BRF-5941: Draft Freshwater Cabinet paper - with additional advice on permitting commercial vegetable growing
