38619 (2024). Tangi Utikere to the Minister of Transport: What specific criteria were used to determine the indicative NLTF public transport funding allocations for each region?
Hon Simeon Brown: I am advised that the process for developing the indicative funding allocation for the public transport programmes involved application of the NZTA Investment Prioritisation Method and the Right Sizing Guide. Funding bids were assessed to ensure they were robust, reasonable, and eligible for funding. The review of the public transport programme bids considered the steps public transport authorities are proposing to revise their fare pricing. This aligns to clear expectations set out in GPS 2024 that that there needs to be greater private revenue share (e.g. more fare revenue) to offset the costs of running public transport. It also recognises public transport authorities will likely need to rebalance their services so that there is a greater focus on maximising patronage and value for money.
