38509 (2025). Tangi Utikere to the Minister of Transport: How much funding, if any, has been allocated for enforcement system upgrades to support electronic road user charges implementation?
Hon Chris Bishop: Enforcement policy decisions will be taken in a later phase of the work programme as part of the design of the transition of petrol vehicles to road user charges. As such, no specific funding has been allocated for enforcement system upgrades.
The New Zealand Transport Agency (NZTA) has estimated costs of $4 million to enable the removal of labels, some of which will support Police to continue to enforce road user charges compliance without the need for labels. This will be considered for funding via section 9 of the Land Transport Management Act 2003, if required. The government will consider the need for further funding as required as part of future policy design work.
