Dr Lawrence Xu-Nan to the Minister of Justice: What evidence, if any, has the Minister received that shows that clamping and seizing cars of people evading paying court fines will lead to more victims of crime receiving their reparations; listed by evidence received and from what agency?

Hon Paul Goldsmith: The clamping and seizing of vehicles under a warrant to seize is one method of enforcement available to the District Court to collect fines and reparation. Wheel clamping is a very effective enforcement tool used in the collection of outstanding fines and reparation. The court prioritises the payment of reparation to victims. Any payment made to the court by an offender is first allocated to reparation before any fines, or other costs that may be owing. It is also important to note that an offender may have older reparation owing, which must be paid first. I refer the Member to table 1, attached, for the total amount of fines and reparation collected over the last five financial years. The $223m collected in fines and reparation in 2024/25 is the highest amount collected since 2012/13. The continued effort to increase the collection of reparation through new tools will increase the disbursement of reparation to victims.
