Tangi Utikere to the Minister of Transport: Which of the improvements identified by the February 2026 Gateway review of the Waitematā Harbour Connections Project have been fully completed, which have been partially progressed, and which, if any, remain outstanding, given NZTA's statement that "most of these have been responded to or progressed since the review was undertaken"?

Hon Chris Bishop: The February 2026 Treasury Gateway Review identified five recommendations to strengthen readiness for the next phase of the Waitematā Harbour Connections project. Most of those recommendations have either been completed or substantially progressed since the review was undertaken. Recommendations 1, 2 and 3 have been addressed through changes to the Investment Case, recommendation 4 has been substantially implemented through new governance arrangements approved by Cabinet, and recommendation 5 is being progressed through the Detailed Business Case phase and associated stakeholder engagement work.
