Tangi Utikere to the Minister of Transport: Had the business case documentation identified as requiring further development by the January 2025 Gateway review of the Fleetwide Road User Charges programme been completed before Cabinet's decisions on transitioning the light vehicle fleet to road user charges were announced in August 2025; and if not, why not?

Hon Chris Bishop: In June 2025, Cabinet decided to modernise the road user charges system and enable a third-party retail market for the part of the fleet that is liable to pay road user charges. The Government announced this decision in August 2025. Officials discontinued work on the original business case documentation because it related to a model that Cabinet decided not to take further.
