38392 (2026). Tangi Utikere to the Minister of Transport: What did the May 2026 Gateway 3 review of the Warkworth to Te Hana PPP record, if anything, about the Crown Capital Contribution agreed by Cabinet in August 2025 and its effect on the transfer of risk from the Crown to the PPP consortium?

Hon Chris Bishop: The Gateway 3 review did not record anything in relation to the effect of the Crown Capital Contribution on risk transfer. The review noted that implementing the Crown Capital Contribution, once commercial terms were finalised, would need to be appropriately documented.
