38379 (2026). Tangi Utikere to the Minister of Transport: Which elements of the new fuel excise increase schedule, if any, will be given legal effect before dissolution of Parliament, and which, if any, will require action by the next Government?

Hon Chris Bishop: The increases to fuel excise duty will require changes to primary legislation, while the changes to road user charges will be given effect to through secondary legislation. These are expected to be progressed in 2027.
