38311 (2025). Camilla Belich to the Minister responsible for the NZSIS: Since 27 November 2023, how many staff, if any, at ministries, agencies and/or departments for which the Minister is responsible have been made redundant, broken down by month and by (a) voluntary redundancy, and (b) all other forms of redundancy, and of those staff, how many, if any have subsequently been appointed to a new role at the same ministry, agency or department, broken down by employment status (contractor, consultant, permanent, part time) as at 4 August 2025?

Hon Judith Collins: I understand the NZSIS reflects on the structure of its staff and adapts as appropriate. The GCSB and the NZSIS undertook a joint change process last year to ensure financial sustainability in the longer term. This was separate from the efficiency savings sought by Ministers as part of Budget 2024, and decisions took effect from March 2025. The GCSB and the NZSIS share a number of joint enabling functions, with some staff working across both the GCSB and the NZSIS. In ensuring the agencies’ workforces are well-balanced, some of these shared staff were redeployed from one agency to another through the joint change process. The changes also involved the reallocation of vacancies and certain roles, including disestablishing some roles and the creation of new roles. A small number of people from across the GCSB and the NZSIS were made redundant through this change process. I consider it is not in the public interest for me to provide further details regarding these redundancies. However, I am advised that none of these individuals have been reappointed to a new role within the GCSB or the NZSIS within the timeframe of this question.
