Dr Lawrence Xu-Nan to the Associate Minister of Education: Why, if at all, does the July 2025 Request for Proposals allow bids above the $3 price cap, when the 2024 procurement process explicitly stated the Request for Proposals "opportunity relates to the Alternative Provision Model which will be delivered to Year 7+ eligible learners from day 1, Term 1 2025 at a delivered lunch price of $3 per in-scope learner"?

Hon David Seymour: I am advised by the Ministry of Education that, for the Healthy School Lunches - Contributing Primary Schools - 2026 Request for Proposals, non-conforming bids would only be considered where there is no viable $3 per meal, per student solution for a school.
