Hon Chris Bishop: I understand that alternative delivery models and options to package works into two contracts compared to one contract were fully considered by NZTA prior to awarding the Ō2NL construction contracts to two separate alliances. NZTA advises me that the factors considered in identifying the most appropriate delivery model to maximise value for money included the scale, complexity, and risk profile of the project, as well as market conditions, client involvement, the potential for innovation, flexibility required, and programme constraints.
