38042 (2026). Tangi Utikere to the Minister of Transport: What "key planning and business case documentation" did the Gateway Review Report on Fleetwide Road User Charges dated 31 January 2025 find required further development, and on what date was each of those documents subsequently completed?

Hon Chris Bishop: The Gateway Review identified the draft Indicative Business Case as requiring further development, including further work on risk quantification, modelling and feasibility analysis, cost-benefit analysis, ongoing investment requirements, and alignment with Cabinet and Ministerial direction. The final Indicative Business Case was completed and provided to the Ministry of Transport for review in Q1 of 2025.
