38035 (2026). Tangi Utikere to the Minister for Infrastructure: Why were a Gate 0 Strategic Assessment review and a Gate 3 Investment Decision review of the Ōtaki to North Levin project conducted as a single combined review on 10 April 2025, rather than sequentially?

Hon Chris Bishop: Gateway reviews are undertaken at specific milestones of the investment lifecycle and the type of gate reflects this. Reviews may not always proceed on a sequential basis. I am advised that, in this instance, the project was seeking an investment decision (Gate 3) and this review was combined with a Gate 0 to review the ongoing strategic alignment of the investment.
