Tangi Utikere to the Minister for Infrastructure: What did the May 2026 Gate 3 review of the Warkworth to Te Hana PPP mean by finding that the procurement process maintained "commercial tension for as long as possible", and at what point in the procurement did the review team consider commercial tension had ceased?

Hon Chris Bishop: Gateway reports reflect the opinion of the independent reviewers at the point in time they do the review. I am advised that their finding refers to NZTA’s approach to commercial negotiations on their PPP and their approach to financial close.
