38026 (2026). Tangi Utikere to the Minister for Infrastructure: Does the practice of combining two Gateway review gates into a single review reduce the level of independent assurance applied to an investment; if not, why not?

Hon Chris Bishop: I am advised that combining reviews in this way does not reduce the level of assurance, as there is a high-level of commonality across the content being reviewed (including interviews). Including an ongoing assessment of the broader strategic alignment of the investments through the lifecycle, where needed, does in fact strengthen the assurance provided.
