Hon Louise Upston: Historical data from the 2008 recession (measured by eight quarters from December 20008 quarter) showed that employment growth in New Zealand was led by service sectors, especially health, education and hospitality, alongside moderate gains in goods-producing industries like agriculture and energy. This is an indication of where job growth may emerge in the current recovery.
