Hon Simon Watts: The Climate Implications of Policy Assessments (CIPA) requirements are required for all policy proposals that go through cabinet and meet the qualifying criteria. The changes to the Crown Minerals Act met the threshold for requiring a CIPA. The Ministry for Business, Innovation, and Employment provided the Ministry for the Environment (MfE) with estimates of the emissions impact of repealing the offshore ban on gas exploration. MfE reviewed their modelling and emissions estimates, concluding that the modelling followed good practice and used reasonable assumptions.
