Tangi Utikere to the Minister for Rail: Further to the reply to written question 37239 (2026), what best practice guidance or standard was being referenced, which framework recommends commissioning an external review of procurement practices in these circumstances, and has Ferry Holdings Ltd commissioned any comparable review previously?
