Mike Davidson to the Minister of Local Government: What advice, reports, briefings, documents or correspondence has the Minister or any member of his office had, if any, on the estimated costs of amalgamation to councils of the headstart proposals submitted by councils and what is the range in total costs estimated to be for those councils that gave estimates?

Hon Simon Watts: I do not have an estimate of the costs councils incurred while preparing their Head Start proposals. Head Start proposals should outline a high-level design for a future unitary authority, and councils were not expected to need to engage external support to prepare an outline proposal.
