Tangi Utikere to the Minister of Transport: Further to reply 35754 (2026), what was the primary reason given by landowners for the requests for advance purchase or hardship acquisition received in 2025/26, and does the Minister have any explanation for the increase from 11 requests in 2024/25 to 50 requests in 2025/26?

Hon Chris Bishop: I am advised that NZ Transport Agency does not maintain a database of the reasons given by landowners in relation to advance purchase requests. Providing the information sought would require officials to review the records of all applications received throughout the course of the year to determine what, if any, explanation was provided. No analysis into the reason for the increased number of early purchase requests in 2025-26.
