Hon Nicola Willis: Capital funding does not impact the OBEGALx key fiscal indicator, and is managed against the Budget Capital Allowance. The net capital impact of this initiative at Budget 2025 was $25 million across the 10-year forecast period and was managed through savings from Kāinga Ora’s Large-Scale Projects programme. There is an associated $10 million concessionary expense that does impact OBEGALx and was managed against the Budget 2025 operating allowance.
