36136 (2025). Hon Kieran McAnulty to the Minister of Housing: Further to WPQ 33179 (2025), what assessments, if any, were undertaken or received by Kāinga Ora regarding the suitability of each commercial land parcel sold or sale-initiated since December 2023 for residential development, including constraints such as slope, soil stability, contamination, flood risk, infrastructure access, and planning limitations, broken down by urban development large-scale project?
Hon Chris Bishop: Kāinga Ora – Homes and Communities advise me that all land parcels which are offered for sale within its developments include documentation and reports that note suitability and any constraints, where we hold that information. While the availability of documents (or necessity) does not apply to every land parcel, this documentation can include:
• neighborhood stormwater management plans
• neighborhood remediation plans
• archaeological reports
• geotech reports
• development constraints reports
• resource consent plans (if complete)
• engineering approvals plans (if complete, which cover water supply, stormwater and wastewater upgrades)
• topography plans
• arborist reports.
Kāinga Ora advises that the supply of any documentation is not a warranty of land suitability and it expects build partners to also undertake their own due diligence before signing a Development Agreement.
