Tangi Utikere to the Minister of Transport: What independent review or assurance was undertaken of the Public Sector Comparator, the risk valuations and the financial model used to assess value for money for the Warkworth to Te Hana PPP, if any, by whom was each review undertaken, on what dates, what were the findings and any qualifications recorded?

Hon Chris Bishop: I am advised that the Public Sector Comparator and associated cost estimates and risk valuations were subject to multiple layers of assurance, including independent cost estimation, peer review, and quantitative risk assessment. Detailed findings, assumptions and financial model outputs have been withheld as they form part of the commercially sensitive methodologies underpinning the Project. Disclosure would prejudice NZTA's commercial position by revealing detailed cost estimation, risk allocation and value-for-money assessment methodologies relevant to future procurement processes.
