35822 (2026). Tangi Utikere to the Minister of Local Government: What assessment, if any, has been made of the effect on ratepayers in lower-debt councils of merging with higher-debt neighbours, and of the harmonisation of rates and debt across new unitary authorities?

Hon Simon Watts: The Government is still assessing Head Start proposals. Debt harmonisation is a decision for amalgamating councils to make and will be considered during the detailed design phase.
