35479 (2026). Tangi Utikere to the Minister for Rail: What are the respective roles of Beca Ltd and North Projects Ltd in cost estimation and cost review for Ferry Holdings' programme, and why are both required?

Rt Hon Winston Peters: We have been advised that Beca have provided technical and specialist engineering resources on an ongoing basis since they were engaged as the technical advisor to Ferry Holdings Limited. While North Projects are a separate entity who were engaged to provide an independent cost estimation assessment. Beca and North Projects provide different services.
