35383 (2025). Tangi Utikere to the Minister of Transport: Has NZTA conducted any reviews, audits, or internal assessments on the causes of repeated pothole repairs during the first half of 2025, and what proportion of these were attributed to initial repair quality or rushed work?

Hon Chris Bishop: I am advised by NZ Transport Agency Waka Kotahi (NZTA) there has not been a definitive study conducted by NZTA into the repeated pothole repair failure. I refer the Member to the attached graph, which shows the repeat repair problem is a seasonal issue with more repeats required over the winter months. This is because it is not feasible to carry our more permanent repairs in the winter due to the wet weather (as dry conditions are required for more permanent repairs).
