35379 (2025). Tangi Utikere to the Minister of Transport: What percentage of the total road maintenance budget in 2024–25 was allocated to reactive pothole repairs compared to preventative maintenance, and how does that compare to the previous five financial years?
Hon Chris Bishop: I am advised that the controls for NZ Transport Agency Waka Kotahi (NZTA) do not separate the pothole repair activity from other pavement maintenance works. These costs are captured and reported in Work Category 111 – Sealed pavement maintenance, together with permanent repairs and preventive maintenance. For the Work Category 111, the percentage spend against the full State Highway Pothole Prevention activity class spend for the 2024/25 financial year is 20.3% In previous years, funding was taken from just one activity class (State Highway Maintenance), however NZTA can provide relative percentage spend amounts for the previous 5 years, as shown below. 23/24 29% 22/23 25.5% 21/22 22.6% 20/21 27.6% 19/20 25.7%
