35227 (2026). Tangi Utikere to the Minister of Transport: What regulatory approvals, if any, remain outstanding before passenger services can commence on the City Rail Link, and which agency is responsible for granting each?

Hon Chris Bishop: I am advised that under the Railways Act 2005, for passenger services to commence, variations to the Safety Cases of KiwiRail and Auckland One Rail must be approved by the Director of Land Transport. This is expected to be complete in time for passenger services commencing on 13 September 2026.
