35105 (2025). Hon Dr Duncan Webb to the Minister for Regulation: Why is the Telecommunications (Interception Capability and Security) Act 2013 not included in the scope of the Ministry for Regulation's review into the telecommunications sector?
Hon David Seymour: The scope of the Ministry for Regulation’s review into the telecommunications sector has been informed by a combination of stakeholder feedback, recent Cabinet decisions, and consideration of work already underway across government.
As such, some items have not been included within the current scope for review, including the Telecommunications (Interception Capability and Security) Act 2013, and the Radiocommunications Act 1989, which were not identified as key issues for stakeholders during engagement on the draft terms of reference that informed the scope of the review.
While the Telecommunications Development Levy (TDL) itself is not within scope, the methodology for allocating the TDL across telecommunications service providers and consumers is being considered as part of the review.
